Ministry of Commerce issued Digital Commerce Operation Guidelines, 2021 as a successor of National Digital Commerce Policy, 2018 on 4th of July, 2021. The goal of this guideline is to ensure and maintain accountability and transparency in the online, web, and eCommerce sectors. Some other key goals were:
- Ensuring the right of the consumers
- Increasing relaiance on the digital commerce by a regulatory framework
- Creating employment opportunities
- Building a competitive situation that helps new digital entreprenuers.
This applies to all web-based, online or digital businesses that are conducting a similar type of business within the country.
While this guideline ensures that proper information should be there when a product is being shown on digital platforms. It also added restrictions over the type of product and service that can be conducted digitally such as online gambling, betting, and lottery. Some of the businesses like healthcare products will need special licenses if they want to sell medicines online.
Some personal data protection features were also added along with guidelines for eCommerce product delivery and logistics to ensure proper services. There are instructions for revised refund, return policies and complaint management too.
